howto populate cluster.ncf

How to populate cluster.ncf from secondary to primary?
Should I follow the technote which says that quit domino server, rename cluster.ncf on both servers, and restart domino. Only primary server's cluster.ncf is blank. Secondary server cluster.ncf have entries for both servers.

Is it the right way ?
Sorry for novoice questions, I am new to domino.
